Title: “Financing City Services: Who Should Pay?”
Abstract: Cities are increasingly important in the lives of Canadians. They are drivers of economic growth, productivity, and innovation. They deliver crucial services that can range from garbage pick-up and water to libraries, cultural facilities, and social assistance. At the same time, they are on the front lines of many challenges facing Canada today, including addressing climate change, the mental health and opioid crisis, and inadequate housing. Are cities adequately set up for their growing role in Canadian policymaking? Do they have the tools, particularly the financial resources, to do the work residents expect of them? This presentation will explore what Canadian cities do and how they pay for it.
Bio: Dr. Enid Slack is the Director of the Institute on Municipal Finance and Governance (IMFG) at the Munk School of Global Affairs and Public Policy at the University of Toronto. She has written extensively on property taxes, municipal fiscal health, financing municipal infrastructure, intergovernmental transfers, development charges, and metropolitan governance. She consults with governments and international agencies around the world, including the World Bank, IMF, UN Habitat, Asian Development Bank, Inter-American Development Bank, and the International Growth Centre. In 2012, Enid was awarded the Queen’s Diamond Jubilee Medal for her work on cities.
